N-Power: 36 States Representatives to Hold Meeting After October 1st Speech By The President

The N-Power 36 States Representatives from the federation are at high alert, awaiting the outcomes of the President’s 1st October’s speech to the nation.
Having been promised absorption into Ministries, Departments and Agencies, the 36 states representatives are expectant.
“Despite this, the exited N-Power beneficiaries are advised to exercise more patience and await the result of the efforts being made by the Honorable Minister who is currently engaging various MDAs including the CBN and the Federal Ministry of Agriculture and Rural Development to ensure that the eligible exited N-Power beneficiaries are transited to government progammes or even employment where available.
"We have directed Focal Persons of NSIPs in all the states to submit an updated list and details of the exited N-Power beneficiaries that are interested in participating in the transition plans of the ministry” the Honourable Minister Sadiya Umar Farouq stated.
The 36 States Representatives plus the FCT during the last press release in Illorin, the kwara state capital, emphatically stressed the need to wait for the president’s October message before venturing into the next aggressive course of action.
“We implore the Federal Government to quickly implement the transition program for the exited N-Power Volunteers latest by 1st October, 2020 to reduce the suffering already meted on us.
Therefore, we enjoin all N-Power volunteers across the federation to remain calm, focussed and steadfast as we await the next line of action after October 1st speech of President Muhammadu Buhari. NSIP: ICPC Clarifies Chairman’s Speech on N2.7Billion School Feeding Diverted

The attention of the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has been drawn to some reports making the rounds on a segment of the speech delivered by the ICPC Chairman, Professor Bolaji Owasanoye, yesterday, Monday, 28th September 2020 at its 2nd National Submit on Diminishing Corruption in the Public Sector. The said reports erroneously implied that the Minister of Humanitarian Affairs diverted monies meant for Home-Grown School Feeding Programme. 
In the speech, Professor Owasanoye stated inter alia, ‘’… we discovered payments to some federal colleges (secondary schools) for school feeding in the sum of N2.67b during the lockdown when the children were not in school, and some of the money ended up in personal accounts. We have commenced investigations into these findings’’. 
The Commission wishes to clarify that the “school feeding” referred to by the Chairman of ICPC was the feeding of boarding students in Federal Government Colleges, who were all at home during the COVID-19 lockdown. This is NOT the Home-Grown School Feeding Programme being managed by the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development. 
The Commission had discovered through its review of publications on the Open Treasury Portal that statutory monthly allocations meant for the feeding of secondary school students of SOME Federal Government Colleges were diverted into personal accounts.
This statement is issued for the purpose of clarifying the statement of the Hon. Chairman. NSIP Scam: Sadiya Might Be Probed

“The Independent Corrupt Practices and Other Related Offences Commission (ICPC) said it had discovered N2.67 billion of funds meant for feeding in some schools, stashed away in some private bank accounts.
The anti-corruption agency disclosed this on Monday during its 2nd National Summit on Diminishing Corruption and launch of the National Ethics and Integrity Policy at the Presidential Villa in Abuja.
Chairman of the ICPC, Professor Bolaji Owasanoye, explained the money was meant for some Federal Colleges during the COVID-19 lockdown.
“ Some of the discoveries include life payment of bulk sums to individuals/staff accounts, including project funds; non-deductions/remittance of taxes and IGR; payments of unapproved allowances, bulk payment to micro finance banks, payment of arrears of salary and other allowances of previous years from 2020 budget, payment of salary advance to staff, under-deduction of PAYE and payment of promotion arrears due to surplus in Personnel Cost, abuse and granting of cash advances above the approved threshold and irregular payment of allowances to principal officers”
On asset recovery, Owasanoye said the commission recovered N16 billion from Ministry of Agriculture paid into individual accounts for non-official purposes.
The Precise word of Owasanoye: “We observed transfers to sub-TSA were to prevent disbursement from being monitored. Nevertheless, we discovered payments to some federal colleges for school feeding in the sum of N2.67 billion during lockdown when the children are not in school, and some of the money ended up in personal accounts. We have commenced investigations into these finding.”
“We have restrained or recovered by administrative or court interim and final orders assets above N3 billion, facilitated recovery of $173,000 by the whistle blower unit of FMFB&P from an erring oil company, retrained £160,000 in a UK-bank in an ongoing interim forfeiture. These figures exclude quantum of recoveries on return or contractors to site as a result of projects tracking initiatives.
“It should however be noted that some of these assets are subjected to ongoing cases and where suspects proved their cases physical or liquid assets will be released in accordance with laid down laws, guidelines or court directives.”

HM @Sadiya_farouq DISTANCES SELF FROM DIVERTED SCHOOL FEEDING FUNDS

@FMHDSD wishes to dissociate itself from a trending report in the media titled “N2.72b for School Feeding During Lockdown Diverted To Private Accounts”.
The report emanated after a presentation by
the Chairman of @ICPC_PE, Prof. Bolaji Owasanoye at the 2nd National Summit on Diminishing Corruption and was presided over by President Muhammadu Buhari, at the Council Chambers of the Presidential Villa, Abuja, on Monday.
The report states thus “preliminary investigation had indicated that part of the N2.67billion was diverted to private accounts. It also revealed that over N2.5 billion was misappropriated by a senior civil servant (name withheld) in the ministry of agriculture and now deceased, for himself and cronies”.
The statement by ICPC was twisted and misinterpreted by mischief makers and directed at the Ministry of Humanitarian Affairs.
The Ministry of Humanitarian Affairs, Disaster Management and Social Development hereby informs the public that the Federal Government Colleges school feeding in question is different from the Home Grown School Feeding which is one of its Social Investment Programmes.
That the School Feeding under scrutiny is feeding of students in Federal Government Colleges across the country and is not under @FMHDSD which only oversees Home Grown School Feeding for children in Primaries 1-3 in select public schools across the country.
That the Ministry or the Minister does not even handle or disburse funds for @NHGSFP.
That money for funding the Programme neither passes through the Minister nor the ministry.
That the over N2.5 billion which was reportedly misappropriated by a senior civil servant (name withheld) took place in a different ministry and not the Ministry of Humanitarian Affairs, Disaster Management and Social Development.
That the ICPC recovered N16 billion worth
of assets from the said ministry which was paid into an individual account for non-official purposes and not the Ministry of Humanitarian Affairs, Disaster Management and Social Development.
The Ministry of Humanitarian Affairs , Disaster Management and Social Development describes those casting aspersions on the Minister Sadiya Umar Farouq as malicious and unfair and calls on The Independent Corrupt Practices and Other Related Offences Commission, ICPC to publish the names of persons, federal colleges and school heads whose names have been found to be associated with the missing funds and also freeze the accounts where the said funds were diverted.
The Ministry of Humanitarian Affairs therefore calls on the general public to disregard the false reports being linked to the ministry as it is not in anyway involved
in the Federal Government Colleges School Feeding.

Social Investment Programme: ICPC Discovers School Feeding N2.67bn In Private Accounts

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) said it had discovered N2.67 billion of funds meant for feeding in some schools, stashed away in some private bank accounts.
The anti-corruption agency disclosed this on Monday during its 2nd National Summit on Diminishing Corruption and launch of the National Ethics and Integrity Policy at the Presidential Villa in Abuja.
Chairman of the ICPC, Professor Bolaji Owasanoye, explained the money was meant for some Federal Colleges during the COVID-19 lockdown.
He said further the Commission also discovered over N2.5 billion appropriated by a deceased senior civil servant in Ministry of Agriculture for himself and cronies, listing other assets recovered in the Ministry Agriculture to include 18 buildings, 12 business premises and 25 plots of land.
He said under Open Treasury Portal review carried out between January to August 15, 2020, out of 268 Ministries, Departments and Agendas (MDAs) 72 of them had cumulative infractions of N90 million. He said while 33 MDAs tendered explanations that N4.1 billion was transferred to sub-TSA, N4.2 billion paid to individuals had no satisfactory explanations.
According to Owasanoye: “We observed transfers to sub-TSA were to prevent disbursement from being monitored. Nevertheless, we discovered payments to some federal colleges for school feeding in the sum of N2.67 billion during lockdown when the children are not in school, and some of the money ended up in personal accounts. We have commenced investigations into these finding.”
The ICPC chairman also said under its 2020 constituency and executive projects tracking initiative, 722 projects with a threshold of N100 million (490 ZiP and 232 executive) were tracked across 16 states.
The ICPC chairman said in education sector, 78 MDAs were reviewed and common cases of misuse of funds were uncovered.

N-Power: An Open Letter To The President Of The Federal Republic Of Nigeria

OPEN LETTER TO THE PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA

Your Excellency,

Disengaging N-power beneficiaries will not solve the issue of unemployment in the country, absorb us in batches.

I have written considerably within my very own conscience on this piece, a judgment from the policy of what should be and how it oath to be in fairness and equity for the justice towards these frustrated Npower beneficiaries.

In 2013 during the 7th Assembly if I am not mistaken, that should approximately be during the former president Jonathan Ebele administration, when there was a casualty which hit hard on human conscience as a result of mass stampeding during the Nigeria Immigration Services Examination exercise Nationwide where innocent Nigeria take the lives of Nigerian Youths.

That very day I begin to respect the Nigerian government as a government of human administration conscience, having called on the relatives of the victims as they were given replacement slot and affected families were compensated as well.

That single act was not achieved by just the president then but was a collective effort of that administration.

During the last former president Yar-Adua, a committee was set up on the fight towards ending insurgency and militancy in Niger Delta precisely, on a good number of time chiefs, youth, and grassroots leaders were all consulted to borrow ideas on solving the issue of insecurity and that achievement was very fast in realizing its goals through sincere dedication and commitment by both the president and the members of the National Assembly which was what led to what we now have in the country as the National Amnesty Program which has been so far successful in terms of realizing its aims and purpose in the country. The act was an excellent idea of some political technocrats in the National Assembly who deemed it right as a means to reduced militancy and kidnapping to its barest minimum level.

This amnesty program and initiatives took many militants abroad for studies and training and that cost the government billions of Naira to train these militant groups abroad and today the program or perhaps should I say the initiative is progressing as we are still using it on today’s Boko Haram repentant.

Here we are N-power beneficiaries, law abiding citizens, of the country, who manned all the public schools in all the 774 Local Government Area of this country, all the health facilities and Agric Extension Services being treated as an outcast. What is the future of youths in this country?

The Nigeria Civil Defense Corps, NDLEA, NAFDAC, EFCC, NDDC etc all gained approval by administrations just for job creation in order to end unemployment in the country.

In fact, let me say every ministry, agencies and bodies are the creation of one administration or the other in the past which was created to tackle one problem or the other but its being enjoyed by everyone in the country.

If we keep rejecting bills that will ordinarily solve Nigerians problems, then we are just nothing but the makers of these rising problems.

The previous administration also mapped out plans to eradicate poverty and reduce the high level of unemployment in the nation, through its own style to youth empowerment program known as SURE-P.

The said SURE-P did not see the light of the day to realize it’s objectives as it was immediately beaten down and scrabbed by the new leadership since it was considered a consuming hippopotamus and a waste of Nation resources.

This led to a new born programme, conceived and perceived to be a world class Job Creation Program (JCP) adopted by the 8th Assembly in the fight against unemployment in the country and was tagged N-power.

This leadership gained its first phase of praise from these programme within the globe as to how the Nigeria Government employed 500,000 Nigerians from the streets that Nigeria’s unemployment level became much more relaxed.

At first, the program came to Nigerians with bigger hope for these innocent unemployed youth, as many homes were brought out of poverty in a mass number as it gained international administrative appraisal. 

Even through the pay was less but at least it was able to keep one’s mind out of crime and can enable one to pay his bills so that the issue of unemployment was half solved. 

Just like corona, we are in the fight on eradicating poverty and empowering youth through a life changing means which is one of Nigeria’s problems.

If we put interest in ending corruption, poverty and unemployment the way we are putting in the fight to end Covid-19, I believe we will be better than the way we are today.

Fine, we were initially told the job duration was a 24-month contract which made many applied hoping to get something better.

But if I may ask, where is the N-power device that was part of the agreement? About 70% of N-power beneficiaries have not received their devices. Where is the community police you promised in 2018 at the verge of 2016 batch completion of the 24months contract? Are we not supposed to be transition into the said new entrepreneur program before announcing our disengagement? Why are we being treated as 2nd class citizens in our father land? 

In a time when this innocent youth have made up their minds to leave in 2018 which marks the end of the programme, there was a promise which came to us through the country adviser to the vice president on social media and job creation (Mr. Afolabi).

According to Mr. Afolabi in a statement and I quote “Your permanency, is in your hand as you vote wisely” “Your permanency is your voters card”.

This brought new hope to N-power beneficiaries as we dumped other opportunities to grab a government job as promised by the APC led administration.

The subsequent year wasn’t a blanked one too as almost all Nation’s popular Newspapers carried it as headlines that N-power beneficiaries were to be transitioned into new national community police and this again made so much beneficiaries lost interest on other jobs, hoping that government will keep their part of the promise made during the campaign.

Why I am bringing up these topics, I am deeply disappointed having read through national papers that the Federal government disengaged 2016 and 2017 beneficiaries who have contributed so much on our education, health sector and agricultural extension into mere entrepreneurs’ scheme.

I mean I know there are still good leaders there, some of you were a onetime Governor so you know better.

This is about National building and Economy so I want you all as the leader we have to consider the plight of the youth.

I want the National Assembly and other well meaning Nigerians to know that if N-power beneficiaries are sent back, then they have been denied a better future after graduation as many of us have grown beyond employability age in the civil service commission.

How can we boldly say we have reduced unemployment when we have just offloaded 500,000 youths in the selection of another 400,00 youths which will be given the same dumping treatment in the short-term of 12 months?

I mean it’s a simple mathematics we have only successfully destroyed live of some 500,00 innocent Nigerian Youths the moment we send N-power beneficiary back to the street, therefore adding more to our problems.

Most of these beneficiary became dependants on their N30,000 stipends and now having families and homes they take care of.

 I am appealing with the National Assembly and other well meaning Nigerians to intervene on this issue to demonstrate their representative status for their respective constituencies.

As the people representative that you are, I urge you all to defend these beneficiaries into absorption in or #1million grant to set up a business that can employ two or more Nigerian youth.

Let us solve a problem before creating another by engaging another set of youth without gainfully engaging the 2016 and 2017 beneficiaries as it will be another NYSC program and a total waste time and resources.

THE MINUTES OF THE NATIONAL YOUTH CONGRESS MEETING HELD ON SATURDAY 26TH OF SEPTEMBER, 2020.
OPENING PRAYER
The meeting started at 9:00pm with 87 members online. The opening prayer was said by a Muslim brother, Dr. Kegbe.
OPENING REMARK
The National Coordinator of the NYC, Comrade Joseph Enan Magari gave his welcome address. He started by giving thanks to God for keeping everyone alive and also given us the grace to fight for the emancipation of our struggle and that of our children. He stressed and encouraged us to be proactive and positive in the struggle devoid of all odds. He added that NYC is a big family that comprises of Nigerian Youths from different nooks and crannies of this nation. He admonished that we should endeavour to love one another irrespective of our religion, tribe, norms, languages, ideological  cum philosophical differences. He made it crystal clear that disagreement is inevitable as far as our youthful exhuberances are concerned, but he pleaded that we should strive to disagree to agree; misunderstand to understand. He beckoned on us all always to be our brothers keeper and to watch each other's back. 
NYC AND STATE REPS. BOND
He said that NYC has formed a strong synergy with the leadership of the State Reps. and are both working together towards achieving the same goal. He made the house to understand that the only difference between the NYC and the State Reps is just on our vision. We bear the same mission of ensuring that every Npowerite receive what he or she deserves such as: backlog payments, reasonable exit package or absorption into Federal Government parastals. But the vision of NYC extends beyond Npower to emancipation of Nigerian Youths for our Children and children's children to come.
APPOINTMENT OF THE NEW SECRETARY
Chairman went further to say that as a result of the break away of the Secretary of NYC, Comrade Austin Nsikat from the group to form his own group which is a rebellious act, sabotage and betrayal, Comrade Jibrin A. Abdullahi has been appointed as the Secretary by the Executive Council of the NYC. He said that the arms of the NYC are still very much open to welcome and to receive Comrade Austin Nsikat whenever he decides to return back to the family. 
JOURNEY SO FAR!
The National Coordinator said that our letters have  been submitted to the appropriate authorities and that we are awaiting a positive response from the authorities. He also said that the State Reps. have carried out the same procedure  on the struggle using media outreach strategy to put forward our struggle so as to enable us achieve our goals and aspirations. He recalled that our agitation for absorption or a reasonable exit package that will serve as a start up capital to many of us who may like to venture into business enterprises and other problems faced by the beneficiaries was recently aired on AIT news. He concluded by advising everyone to be resilient and resolute in the struggle until we are able to achieve our aim, avoiding every distractions or discouragement from anybody or group of persons.

The matter was brought for deliberation and members frowned at that. It was therefore made categorically clear that NYC has no hand in the ongoing purpoted mega protest and that whoever decides to join the protesting party is doing it on his or her own accord. Chairman emphatically stated that
Protest has procedures which involves writing to IG and other Security Agencies and having a consent for that from them. He stressed further that any group that decides to risk or endangers  the life of the youth is not linked with or to NYC. He finally said that a public notice will equally be sent on that regard shortly and advised all to try and go through it.
Members were adviced to work in harmony with the State Reps. Who have already submitted our letters to the appropriate authorities and have issued an automatum of 1st October 2020 to the Federal Government and will make
 known to us the next line of action if there is no positive response from the Government after 1st October 2020.

FUND RAISING
The leadership of NYC said that nobody will henceforth be task for anything till further notice. However, It was agreed that the issue of funding will be discussed extensively by the next meeting.

He encouraged us to love one another and to be careful on how we receive information especially the channel it's coming from. N-Power: MINUTES OF THE NATIONAL YOUTH CONGRESS MEETING HELD ON SATURDAY 26TH OF SEPTEMBER 2020

The meeting started at 9:00PM with 87 members online, with an opening prayer by a Muslim brother Doctor  Kegbe. The National Coordinator of the NYC Comrade Joseph Enan Magari gave his welcome address, he gave thanks to God for keeping everyone alive and also given them the grace to fight for the emancipation of our struggle and that of our children. He said the NYC have formed a strong synergy with the leadership of the state Reps. and are both working together towards achieving the same goal. He went further to say that as a result of the break away of the Secretary of NYC, Comrade Austin Nsikat from the group to form his own group, Comrade Jibrin A. Abdullahi was appointed as the acting Secretary by the executive council of the NYC, he said that the arms of the NYC are still very much open to welcome and to receive Comrade Austin Nsikat as the Secretary of the NYC whenever he decides to return back to the NYC. The National Coordinator said that our letters have  been submitted to the appropriate authorities and that we are awaiting a postive respond from the authorities. He also said that the State Reps. have carried out a strategy on media outreach to put forward our struggle so as to enable us to achieve our goals and aspirations. He recalled that our agitation for for employment or a start up capital to start up a business and other problems faced by the beneficiaries was recently aired on AIT news. He concluded by advising everyone to be resilient and resolute in the struggle until we are able to achieve our aim, avoiding every distraction or discouragement from any group or group of persons. 
It's also agreed that the proposed protests that organized by different groups on 1st October,

N-Power: July Stipends Pending

Exited N-Power Batch B Volunteers of the Federal Government's N-Power Social Investment Programme (NSIP) have still not been paid their July stipends.
Recall that N-Power Batch A Volunteers were exited from the N-Power programme abruptly on June 30 after four years in the scheme, without a sustainable exit plan while their N-Power Batch B counterparts officially made their exit on July 31st after two years also without an exit package.
These N-power volunteers were exited from the N-Power scheme by the Federal Government without being paid their stipends for the month of July. In addition to this pending issue, all N-Power volunteers are currently kept in the dark regarding their exit/transition package.
This has made many of them furious with the Ministry of Humanitarian Affairs, Disaster Management and Social Development, the chief custodian of the Social Investment Programmes (NSIP). Many N-Power volunteers have continued to assert their displeasure over the scheme, some even tagged the Ministry as " Disaster" Ministry, due to the incompetency of the minister in seeing to the affairs of the N-Power Volunteers.

N-Power: Incompetent Minister Sadiya Umar Farouq Continues To Provoke N-Power Volunteers

N-Power Volunteers of the Federal Government N-Power Programme, have taken to social media to continue to express their uttermost displeasure with the manner in which Sadiya Umar Farouq, Minister of Humanitarian Affairs, Disaster Management and Social Development, is and has been handling the N-Power Scheme.
Since assuming office in 2019, Farouq is often accused of delaying N-Power Volunteers' stipends unnecessarily, and she is being criticised by some of the exited N-Power Batch A and B Volunteers for 'disengaging them from the scheme without a proper exit plan and structure in place'.
Most N-Power beneficiaries (between the ages of 18 and 39) have described the Minister Farouq's portfolio (Humanitarian Affairs and Disaster Management) as an aberration, nicknaming the Zamfara-born politician the 'Disaster Minister'.
In fact, as at the time of publishing this report, over 300, 000 N-Power Batch B Volunteers have not been paid their N30, 000 (79 US Dollars) stipend for July.
It would be recalled that in a Twitter poll conducted by prominent online news agency, Sahara Reporters and Daily Trust about a month ago, Sadiya Umar Farouq was conveniently voted as the worst-performing minister in President Muhammadu Buhari's cabinet.
This is coming amidst ceaseless complaints from N-Power beneficiaries of the N-Power scheme, a core component of Nigeria's National Social Investment Programmes (NSIPs).

More than hundred thousand N-Power volunteers are already engaged in entrepreneurship, hence will not be needing MDAs Job.

N-Power: Marriage between Air Chief and Sadiya Umar Faruk, false – VOA Hausa

As news continued to spread on the purported marriage between the Nigerian Chief of Air Staff, Sadique Baba Abubakar and the Minister of Humanitarian Affairs, Sadiya Umar Faruk, VOA Hausa has quoted a close friend of the Air boss describing the report as false.
It was reported that Sadique and Sadiya got married in a mosque located in the Maitama high brow area of Abuja on the 18th of September, 2020.
However, the VOA Hausa reported that when contacted on the matter, senior Air Force officers in Abuja said they were not aware of the marriage.
“Even an intimate friend of the Air boss, who was in charge of his affairs, said he had inquired from his friend the Chief of Air Staff, and he told him  the story was a fallacy. ”
A public commentator, Mohammed Usman, told the VOA that it won’t be a surprise if the duo decided to marry secretly.
“They are adults, they may decide to marry secretly in this period of pandemic to observe the protocol again, they are not children, they are senior citizens.
“But where the proverbial spider spins its cobweb, was that the Sadique has denied this marriage with the minister.
“So we should be careful, rumours shouldn’t be peddled, especially by media outlets that the public relied upon with confidence,” he said.
According to VOA, associates of the minister who were contacted said they will not comment because they were not aware if such marriage took place.
In a related development, an Islamic scholar, Sheikh, told our correspondent, that the religion of Islam does not encouraged secret marriage.
“Marriage should be publicised, celebrated. That is why even light beating of drum, the doff, is allowed during marriage”, he said.

Edo NPower Focal Person reassures Volunteers of permanent employment in State civil service

The Focal Person, Edo State Social Investment Programme, Ms Osayuwame Aladeselu on Friday restated her commitment to help hard-working NPower volunteers in the State to secure permanent employment in the State civil service.
Ms Aladeselu made this known in a thank you message to some NPower volunteers who played a role in ensuring that Mr. Godwin Obaseki emerged victorious in the just concluded Edo 2020 guber poll.
The Focal Person said: "Let me use this opportunity to reassure you of my commitment to ensure that some of you are employed by the State Government. The process is still on and I am hopeful it won't take so long."
NPower, it would be recalled was inaugurated by President Muhammadu Buhari in 2016 with a mandate to reduce poverty, social injustice and create  jobs for 500, 000 unemployed graduates.

N-Power Stipends: Federal Government Receives Share of N682.060BN Allocation Payment Might Commence Soon

Payment might commence soon as the Federal Government on Wednesday confirmed receiving 52% of N682.060BN from August Allocation.
The Federation Accounts Allocation Committee (FAAC) disbursed the sum of N682.060BN to the three tiers of government in Nigeria.
The Permanent Secretary, Federal Ministry of Finance Dr. Mahmud Isa-Dutse, confirmed the disbursement via a virtual meeting.
The Federation Accounts Allocation Committee (FAAC) has shared a total of N682.060 billion August 2020 federation account revenue to the Federal, States and Local Government Councils and agencies.
In the time past, the office of the Accountant General of the Federation lacks funds needed to carry out payment, due to delayed allocation.
The Accountant General of the Federation is ready to make all outstanding Federal Government payment to workers including the stipends meant for Social Investment Programme (SIP).
The Office of The Accountant General of The Federation (OAGF) confirmed that, over 14,000 N-Power volunteers have been rejected by GIFMIS payment platform, but it has been resolved.
As a result of insufficient funds, payment were not made, but now that, Federal Government has received allocation for August, all is set for immediate disbursement of fund to appropriate sectors of the economy.

Sharing Formula of August Allocation

Federal Government received N251.948 billion from the gross statutory revenue of N531.830 billion;
State Governments received N 127.791 billion and
Local Government Councils received N98.522 billion.
Oil Producing States received N30.881 billion as 13% derivation revenue,
Cost of revenue collection and transfers collectively had allocation of N33.205 billion
The gross revenue available from the Value Added Tax (VAT) was N150.230.

The Federal Government has disclosed that it will be employing over 50 percent of NPOWER Beneficiaries starting from October 1st.
This latest development was disclosed by a source in the Ministry of Humanitarian affairs, Sadiya Farouq.

Reacting to the N-Power Nationwide Press Conference in Kwara state, the Minister for Humanitarian Affairs Sadiya Umar Farouq hinted plans on transition of N-Power Volunteers but said not all Beneficiaries will be transitioned.
The Minister said, not all N-Power volunteers will be picked for transitioning, there are those who will not need it, only fewly selected will be transited.
More than 100,000 N-Power volunteers are already engaged in businesses, hence might not be needing jobs in the MDA.

Neither the Ministry of Humanitarian Affairs, Disaster Management, and Social Development, headed by Sadiya Umar Farouq nor the Office of the Accountant General of the Federation have given reasons for the delay of Stipends and backlogs related issues lately.
Batch B beneficiaries of the N-Power scheme were dislodged from the N-Power programme without going home with their July’s stipend an outrage many condemned and tagged inappropriate.

It is worthy to note that, both Sadiya Umar Farouq and the office Accountant General of the Federation had once promised to rectify these issues, stating precisely last week Friday, but failed to put their words into action, and the delay lingers.
N-Power 36 states representatives had a National Press Conference in Illorin, the Kwara state capital, North Central Nigeria, where they appealed to the Presidency and the National Assembly to pay all stipends and backlogs to mitigate the impact felt by the covid-19 pandemic on N-Power volunteers.
“Over 14,000 N-Power Volunteers have not been paid their monthly stipend since the month of March to July, 2020 with the claim from the  Minister Sadia Umar Farouq was that it was caused by GIFMIS new payment platform that flagged their account.
Not resolving to pay them their stipends till date after her promise, which is totally inhumane because they have been suffering for the past 5 months without payment.
We implore the Federal Government to quickly implement the transition program for the exited N-Power Volunteers latest by 1st October, 2020 to reduce the suffering already meted on us.
Therefore, we enjoin all N-Power volunteers across the country to remain calm, focused and steadfast as we await the next line of action after October 1st speech of President Muhammadu Buhari. By then, we would have known the plan the government has for us.

N-Power Volunteers Fix Date For World Press Conference

This is to inform all NPOWER VOLUNTEERS across the federation that the 36 states coordinators including FCT has organized a world press conference which is scheduled to hold on the 21st September 2020 at the city of Ilorin. 

Many of our states coordinators are currently in Ilorin towards the briefing.

N-Power: 36 State Reps To Hold World Press Conference, Also To Meet With Presidency

The meeting held yesterday was successful as it recorded a larger turnout and a quite number of issues were deliberated upon and certain progresses had also been recorded. 

1. Reliable information gathered early hours of yesterday from the focal person indicated that positive results are coming out soon from the FG. 

2. Our agitation at FCT level is gradually gaining momentum as we are likely to have meeting with the minister very soon. This means that whether at the federal or FCT level, our quest would definitely be answered. God's willing! 

3. Because we do not want to keep our fingers crossed till government answer us, and to guide against any possibility of delay tactics, the 36 reps and FCT of npower volunteers is organizing a world press conference holding on Saturday, most possibly, at River State. The conference is just to appreciate the government of President Muhammadu Buhari for this wonderful scheme and remind the government of her promise not to throw us back to the street. In the light of this, our little contributions towards the success of this conference are highly solicited. 

4. We also agreed that FCT Area Council Chairmen and other important Personalities are to be paid a courtesy visit to register our plights with them and solicit for their assistance in taking volunteers out of perpetual unemployment predicament. 

5. We do not want to believe that only the protest will give us what we want,  rather, other means such as negotiations, pleas, politics and so on. 

Finally, we agreed that the hard copies of the data collated by each PPA should be submitted at our place of meeting on Saturday 19th of September, same time we meet. This is for back up and record purposes as well as for further referencing. 

As we match towards success in this struggle, our spiritual, moral and financial commitments are of paramount importance.
